APPLICANT REQUESTS THAT:
1. The Southwest Asia Service Medal be added to his DD Form
214, Certificate of Release or Discharge from Active Duty.
2. The National Defense Service Medal (NDSM) be added to his DD
Form 214. (Will be administratively corrected)
APPLICANT CONTENDS THAT:
The Southwest Asia Service Medal and the NDSM were not in
existence at the time of his discharge.
The Board should find it in the interest of justice to consider
his untimely application because he was not aware the aforesaid
medals existed until this year.
In support of his request, the applicant provides a copy of his
DD Form 214.
His complete submission, with attachment, is at Exhibit A.
STATEMENT OF FACTS:
According to the applicants DD Form 214, he served in the
Regular Air Force from 5 December 1986 to 3 January 1991 for a
period of 4 years and 29 days. His DD Form 214 does not
refelect any Foreign Service time.
AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request to add
the Southwest Asia Service Medal to his DD Form 214. The
Southwest Asia Service Medal is awarded to members of the United
States armed forces who served in support of Operations DESERT
SHIELD or DESERT STORM in one or more of the following areas
from 2 August 1990 through 30 November 1995: the Persian Gulf,
Red Sea, Gulf of Oman, Gulf of Aden, that portion of the Arabian
Sea that lies north of 100 north latitude and west 680 east
longitude, as well as the total areas of Iraq, Kuwait, Saudi
Arabia, Oman, Bahrain, Qatar and the United Arab Emirates.
DPSID is unable to verify the applicant served in the area of
eligibility for award of the Southwest Asia Service Medal. In
addition, the applicant was not credited with any Foreign
Service while on active duty. To grant relief would be would be
contrary to the criteria established by DoDM 1348.33, Manual of
Military Decorations and Awards, the Secretary of the Air Force,
Chief of Staff, and/or the War Department.
DPSID was able to verify the applicant's entitlement to the
NDSM. Upon the final Board decision, administrative correction
of the applicant's official military personnel record will be
completed by AFPC/DPSOR.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
On 11 August 2014, a copy of the Air Force evaluation was
forwarded to the applicant for review and comment within
30 days. As of this date, no response has been received by this
office (Exhibit C).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicants complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt the
rationale expressed as the basis for our conclusion that relief
beyond that already granted administratively is not warranted.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
